The Government outlined its plans for three million new homes across England in the 2007 Housing Green Paper. The proposals came in response to widespread concern about the availability of affordable homes.
County structure plans set out the policies that guide new development, improve the transport system and conserve the environment. Following new legislation, they are now being replaced by regional plans.
In 2004, the Planning and Compulsory Purchase Act transferred strategic planning responsibilities from county councils to regional assemblies. Each assembly must now prepare its own 'Regional Spatial Strategy'.
